I know many of you are upset that Steve can’t lift Thor’s hammer in the clip while he certainly is worthy in the comics, but think of this:
As Steve tries to lift the hammer, he realizes that he actually could lift it with no problem (hence the shaking of the hammer, indicating that he is actually worthy) but he pretends not being able to because he knows how important it is to Thor being to only one worthy of the hammer and Steve himself certainly has no desire to rule over Asgard, so why embarrass his friend Thor by lifting the hammer?
TL,DR; Steve IS worthy of the hammer but pretends not to be because Thor is his bro and Steve is a genuinely good guy.
