I just keep wondering what he’s up to all the time. What was he doing during “Duet”? Where did he go during “the Siege”? 

You know it’s bad when I’ve started wondering about what a character is thinking and doing when he’s not on screen.

I’m going to say that during Duet he got one good look at Maritza and saw him for who he was and let him play out. Julian probably came running to him with a million questions in mind and bumped squarely into Morn, forgetting most of them. Garak invited Bashir back to his quarters for a nice session of Tarkalean tea and a game of Kotra. Garak picked up subtle hints that Bashir was hiding a much keener intellect and would try his best to draw it out.

I’m going to say that during The Siege Garak was passed out in his dressing room in his shop bypassing the last settings on his wire and was unprepared for the intial flood of endorphins, neurotoxins goodies and missed out on the evacuation order. When he came to the station was dark and there was firefight outside the constable’s office. He then gathered information and sabotaged several systems, aiding Julian without his knowledge.
