It says they offered him “less than one percent” (later it says 0.65%!) of what he received for the last time he played Worf.  Michael Dorn loves playing Worf (and his grandWorf - I presume this is the same character, the lawyer who defended Kirk and McCoy in their show trial in The Undiscovered Country).  To make him turn down an opportunity to do it would require a genuinely shitty offer.
