Rear Admiral Norah Satie: Famed Starfleet Admiral. In 2364 she signed the orders giving Jean-Luc Picard command of the Enterprise. Late in the year Admiral Satie was investigating the alien conspiracy that resulted in the takeover of senior officers at Starfleet Command. Her investigation ran parallel to Admiral Quinn’s and unlike Quinn she was not compromised during the alien takeover. 

Prior to 2367 she retired from Starfleet, and spent the intervening years travelling from planet to starbase to starship, she had no place she called home.

Norah Satie was brought out retirement in the J’Dan Inquiry, where a Romulan operative - A Klingon Exobiologist on an exchange program - had secreted away plans of the Enterprise dilithium chamber, and confirmed to be in Romulan hands at the same time an explosion disabled that ship’s warp drive. She was able to retain her staff from her time at the Admiralty.

Her investigation started with J’Dan, and quickly confirmed that he had been working with the Romulans, and transmitted the plans to the Romulans but denied that he had anything to do with the explosion in Engineering.

Admiral Satie focused her inquiry on Simon Tarses, a medical technician that had been serving on the Enterprise for about a year. Her Betazoid aide believed Tarses was lying about something, covering a big lie. Even after it had been proved that the explosion in engineering was an accident, Satie continued with the inquiry, believing a conspiracy still existed. She opened the inquiry to the public as well, and in this inquiry revealed Tarses’s paternal grandfather was Romulan, not Vulcan, while also laying false accusations as a tactic to admit his guilt.

When Picard tried to shut down the investigation that had turned into what he called a drumhead, Satie revealed that she had been in contact with Starfleet Security and had a mandate to expand the inquiry as overseen by Admiral Henry. She was determined to get to the bottom of the conspiracy she believed persisted on the Enterprise.  

The next inquiry unravelled quickly as it was clear there was no legitimate cause, and Admiral Satie’s personal vendetta and increasing instability was visible for all to see. Admiral Henry walked out of the proceeding and suspended the inquiry and disbanded the investigation panel. Satie left the Enterprise shortly afterwards.

Admiral Satie appeared in “The Drumhead”. Her role in uncovering the conspiracy from “Conspiracy” was mentioned only in passing. Her signed orders giving Picard command of the Enterprise was seen in “All Good Things…”. Admiral Satie was portrayed by Jean Simmons.
