I assume the young Archibald Haddock’s life consisted of

  1. Sea Scouts*
  2. Tantrums
  3. Lying on the parlour floor on his tummy swinging his feet in the air reading the dictionary and murmuring marvellous words like “pyrographer” and “abecedarian” to himself while his parents lay about in an alcoholic stupor

*I got pedantically worried about whether this was anachronistic so I looked it up; Le Crabe aux pinces d'or, the story which introduces the Captain, ran 1940-1941 and the Sea Scouts were founded in 1909 (a year after the Boy Scouts and a year before the Girl Guides). I would feel comfortable estimating Haddock’s age at about 40 (and he could also be younger than he looks, heavy drinking and depression and exposure to the harsh elements of the open sea can prematurely age a fellow) so he could conceivably have been one of the earliest members if he joined at around 10 years old. Therefore everything is fine.
