Honestly I dont like the implication that Garak was Julian's "gay awakening" for a lot of reasons, but a big one is that it feels so unrealistic. Like that boy is a slut, you really think he's never been with a man? I think the reason he looks so shook during their first meeting is because 1. he's used to being the one to approach, so being approached is strange to him and 2. Garak, who he knows as "the Cardassian spy," is basically his dream man. Gay, older alien man who was also a spy? That is exactly Julian Bashir's very specific type.
