10. airyairyaucontraire said: I think that makes sense if you assume the Empire has a huge and inefficient bureaucracy that sometimes sends large quantities of things to places where they are useless - like in M*A*S*H when they would get sent thousands of tongue depressors, or loads of winter clothing in the summer. Some little Imperial Radar O’Reilly tried to get this fixed but in the end threw up his hands in despair and apathy.
