IMO yes.The thing is, after DS9 ended Paramount basically gave Pocket Books free reign in the DS9 Sandbox and allowed to do what they wanted (contrary to previous where they were constrained by the series reset) Same thing later happened to Voyager (was was mediocre in novel form as well) and TNG when Nemesis bombed (uneven at first). So basically they now have free reign in the trekverse, to move these people along, give them fuller lives, kill some background characters, promote son (*coughgiveCrusherandPicardasonthatisntcreatedbyaliensbutheoldfashionedwaycough*)

So yes, as a novel it stands on its own, and it doesnt require you to know what they’ve done since the end of the series.
