Actually, I know this, because I read an interview in which Nana Visitor discussed it! She was criticised for ‘walking like John Wayne’ in the early days, and pointed out that the physical structure of her uniform made her move that way. The heels were added to force a more ‘feminine’ walk - that is, one with less balance and strength.

It’s supposed to be the Bajoran MILITIA. Practical! Boots yes, severe cuts, sure, hell give her something with a shitload of pockets. But HEELS? On a dress uniform, sure! Everyday duty? Betcha she was glad to trade the latter Militia outfit for a Starfleet Uniform.
And yes they softened the uniform and the hair because she’s more of an administrator role but..I’ll focus on the positive. I love her with any hair!
