I know it’s just a shadow but I swear the Emperor’s wearing a beret giving this whole panel a Renaissance feel.

Also this was published in August 1990, so although Next Generation had established the Klingon Chancellor a few months prior there was no real way of knowing if there was an Emperor along with a Chancellor or if there were Chancellors in the 23rd Century. Factor too that comics take who knows how long from planning to publication….
