Vice Admiral Nakamura: Starfleet Admiral, base commander for the newly minted Starbase 173. In 2365 introduced Commander Bruce Maddox to Captain Picard during his visit. 

In 2370 he was the base commander at Starbase 219 and was hosting the Annual Starfleet Admiral’s Banquet. Repeatedly checked in on Captain Picard and the Enterprise, which were encountering problems with their warp drive and preventing Picard from attending for a seventh year in a row.

Appeared in the TNG episodes “The Measure of a Man” and “Phantasms”. He also appeared in “All Good Things….” but in an alternate timeline. There, the Romulans were diverting ships to an anomaly in the Devron System, inside the Neutral Zone. That Admiral Nakamura diverted the Enterprise and fifteen other starships to their side of the border, approving scans and probes into the zones but not to cross the Neutral Zone unless the Romulans did.
