Ah yes the “Borg” flag, with the same emblem on the floor. I remember my Locutus action figure (Which I unfortunately lost some years back) had that claw design on the base.
This is an uncomfortable discussion for both Data and the viewer, the manipulation is clear as day. I forget what exact explanation they give later on if it was just “negative”emotions or patterned on Lore. Also isn’t there a guard there?
You could see how that could sour someone on installing the emotion chip later on.

For no rhyme or reason Deanna left the bridge in the middle of this emergency situation and Geordi who in the 6 years this show has run has never sat at either hers or Will’s seat is suddenly there (In S2 primarily when they needed him on the bridge he’d be on an aux panel with engineering functions in the back). Did she have a counseling appointment she couldn’t cancel?
This was a big deal at the time. The Borg hadn’t been heard of since “I Borg” and hadn’t been a threat since way back in BoBW. As a wee lad now in current fandom I was really excited and included many elements that should work on paper (Data and Emotions! Lore and the Borg! Consequences from Previous Episodes!). Too bad the story ended up lacking on some fronts. I also remember reading the novelization a while later but all I remember is that included an attack on the USS Saladin that left the ship intact but the crew dead.
