When Ambassador Ves Alkar was rescued by the Enterprise following an attack on his transport he requested to the Admiral that he be allowed to continue on his diplomatic mission to Rekag-Seronia on an unarmed transport. He argued that showing up in the armed Starfleet flagship would send the wrong message. The Admiral sided with Captain Picard, not wanting to risk the crew of another transport if he should fall under attack again and ordered Picard to proceed to Rekag-Seronia.
