I’m sure Odo’s thought of countless scenarious where Rom - successfully or not - kills his brother for the bar

Necessary Evil is the first glimpse we have that Rom is a lot smarter than other people give him credit for. Sure he tried kill Quark last year, but here he can pick a lock far faster than his brother (with a pick made by Nog no less), and broke into his brother’s vault.
