Makes sense, Peter David, who wrote the Excalibur novel and comic series (as well as many other trek novels, comics, DC character comics too), wrote for both B5 (2 episodes) and Excalibur (1). It’s a nice little easter egg

Peter David gets to write some closure for one his characters disposed of by Paramount in Star Trek Special #1. RJ Blaise hadn’t been seen since the “The Trial of James T. Kirk” that ended with her leaving way back in issue 12. Basically Paramount said cut all these new characters you’ve introduced from the comics, RJ Blaise, the two ladies vying for Sulu’s attention, Ensign Fouton, all of them should go. Tuchinsky got to stay I guess because she was background and inoffensive enough.
