Commander Calvin Hutchinson: Starfleet Officer, usually assigned as an aide or attaché to an Admiral’s Staff or as a Public Relations Officer. He was renowned for his parties and his prolific small talk.

In 2369 he was assigned to Arkaria Base. He hosted a party for the Enterprise senior staff (minus Lt. Worf, who was excused) while the ship underwent a baryon sweep that required the evacuation of the vessel for the duration. However some of the base staff were in league with a team what was siphoning trilithium from the Enterprise during the sweep. When La Forge discovered an odd power signature beneath one of the banquet tables the corrupt staff broke out weapons and shot La Forge and Hutchinson. Hutchinson was killed by the weapons fire, La Forge critically injured.

Admiral Alynna Nechayev: Starfleet Admiral whose jurisdiction oversaw the Cardassian Border, and frontier colonies, and later the Federation Colonies  along the Demilitarized Zone.

As Vice Admiral in 2369 she was responsible for reassigning Picard to a covert mission into Cardassian Space, and installing Captain Jellico as Enterprise’s new captain. Picard, Lt. Worf and Doctor crusher were to go to Celtris III where it was believed the Cardassians were testing a metagenic weapon with a new delivery system that Picard was uniquely qualified to assess and destroy. Meanwhile Jellico would meet with the Cardassians at the border in an attempt to defuse the situation. She had more trust in Jellico than Riker to complete that mission. When it appeared Picard had completed his mission, she was updated on the situation by Captain Jellico.

Admiral Nechayev’s next interaction with Captain Picard came at the end of the year with the Borg incursion at the Starfleet Outpost on Ohniaka III. The Admiral redeployed several starships and made the Gorkon her flagship. She raked Picard over the coals on his decision to allow Hugh to return to the collective without wiping them out. While the other starships had false alarms and no one had any further dealings with the Borg the Enterprise faced off the rogue drones and resolved the situation away from the other colonies.

At some point in 2370 Vice Admiral Nechayev was promoted to Fleet Admiral. She relayed to Picard the status of the negotiations between the Federation and the Cardassians, including the creation of a Demilitarized Zone and the forced relocation of several colonies. Picard was to assist in the relocation or removal of the colony on Dorvan V, settled by North American Indians. Picard and Nechayev had their reservations and moral objections to the orders (which Nechayev had already argued in front of the Federation council) but Picard would follow them. The mission deteriorated rapidly and Picard’s solution with Anthwara, the colony leader,  was to leave the colonists in place but with the understanding that they would fall under Cardassian rule, they would no longer be Federation citizens. Admiral Nechayev supported Picard’s decision at the time.

Weeks later as the situation boiled over in the colonies culminating in the destruction of the Bok’nor and the capture of Gul Dukat, she travelled to Deep Space 9 to keep a closer an eye on Sisko’s progress in the recovery operation, and reiterate the need to find the Maquis and establish a dialogue with them, remind them to preserve the treaty with the Cardassians.

The Maquis grew bolder as the Cardassians were caught supplying weapons to their colonists the DMZ, the Maquis stepped up their attacks, disabling a Cardassian warship before the Enterprise chased them off. Admiral Nechayev returned to the Enterprise to enlist the help of Picard in stopping the Maquis threat before the entire DMZ turned to open conflict. To that end they drafted the newly returned Lt. Ro Laren to infiltrate the Maquis ranks, and be their operative on the inside. The mission was a failure as Ro joined the Maquis cause in earnest. 

In 2371 Admiral Nechayev was kept up to date on the progress of the Jem’Hadar youth recovered by Odo, and expressed disappointment when the boy ran off to before Starfleet could arrive and claim him.

Admiral Nechayev appeared in TNG’s “Chain of Command Pt. 1″, “Descent Pt. 1″, “Journey’s End” and “Preemptive Strike”. She also appeared in DS9′s “The Maquis Pt. 2″ and mentioned in “The Abandoned” additionally she appeared in DS9′s “The Search Pt. 2″ but was only a simulation generated by the Dominion to test the captured Defiant’s crew’s response to the Jem’Hadar being ceded control of Deep Space Nine. Admiral Nechayev was played by Natalia Nogulich.

Captain Edward Jellico: Captain of the U.S.S. Cairo. Helped negotiate the original armistice with the Cardassian Union that saw an end to the Border Wars. 

In 2369  he was reassigned to the U.S.S. Enterprise as her captain by Admiral Alynna Nechayev, while Picard, Worf and Dr. Crusher were sent in a top secret mission to destroy a metagenic weapon delivery system the Cardassians were developping on Celtris III. Jellico instituted many changes to bring the ship up to his liking during his tenure as ship’s captain, and butted heads with just about every senior officer, eventually leading to the dismissal of Commander Riker as his first officer and replacing him with Lt. Cmdr Data.

The Enterprise was sent to the Cardassian border for open talks with a Cardassian delegation to ease tensions along the frontier. The talks with Gul Lemec did not go well especially well when the Cardassians revealed they had captured a Starfleet strike force on one of their planets, of which Picard was a member. While Lt. Worf and Dr. Crusher were recovered by the Enterprise, Jellico deemed rescuing Picard too great a risk and concentrated on the endgame with Gul Lemec. Lemec showed video evidence that Picard was alive but Jellico refused to acknowledge that Picard was sent on an authorized Starfleet mission (which would grant him protections as a prisoner of war but also acknowledge’s Starfleet’s official involvement). Captain Jellico, Lt. Cmdr. Data and Lt. Cmdr LaForge came to the conclusion that the Cardassians had lured Picard specifically as he would have information on Starfleet defence plans if the Cardassians attacked Federation space. 

Their investigation took them to the McAllister C-5 Nebula in Cardassian Space, near the Federation system of Minos Korva, which the Cardassians had previously tried to annex. Jellico believed the fleet was hiding inside the Nebula, and had a limited window before they could strike. Swallowing his pride he asked Commander Riker - the best pilot they had - to pilot a shuttle in the nebula and deploy proximity mines without the Cardassians knowing about it. Once successfully deployed Jellico reached out to Lemec and forced the Cardassians to depart the nebula and the sector, ejecting their disruptor coils as they left. He also got them to release Captain Picard back into Federation hands.

Upon his return, Captain Picard retook command of the Enterprise, and Jellico was relieved of command, while remaining in active service. 

Captain Edward Jellico appeared in “Chain of Command Pt. 1 & 2″ and was played by Ronny Cox. Jellico continues to be a thorn in Captain Calhoun’s side in the New Frontier novel series, as well as being a general nuisance in other novels as a Starfleet Admiral.

Vice Admiral Andrea Brand: Starfleet Academy Superintendent in 2368. Invited Captain Picard to give the commencement speech at the Academy and he accepted. However an accident involving Nova Squadron and Wesley Crusher occurred before the Enterprise’s arrival and Brand Picard’s assistance and that of his staff for the Inquiry. Admiral Brand presided over the inquiry of Nova Squadron to the determine the death of their squad member Joshua Albert while they were performing manoeuvres off Saturn. It uncovered that the death of Cadet Albert was the result of an attempt at a banned flight manoeuvre that the cadets of Nova Squadron had subsequently tried to cover up. Squadron leader Nick Locarno was expelled from the Academy and the other members (including Wesley Crusher) were reprimanded. 

She was still the Academy Superintendant in 2370 and discussed with Beverly Crusher Wesley’s deteriorating grades.

Admiral Brand appeared in the TNG episode “The First Duty” and mentioned in “Journey’s End” her first name comes the script of “The First Duty”.
