Vice Admiral Andrea Brand: Starfleet Academy Superintendent in 2368. Invited Captain Picard to give the commencement speech at the Academy and he accepted. However an accident involving Nova Squadron and Wesley Crusher occurred before the Enterprise’s arrival and Brand Picard’s assistance and that of his staff for the Inquiry. Admiral Brand presided over the inquiry of Nova Squadron to the determine the death of their squad member Joshua Albert while they were performing manoeuvres off Saturn. It uncovered that the death of Cadet Albert was the result of an attempt at a banned flight manoeuvre that the cadets of Nova Squadron had subsequently tried to cover up. Squadron leader Nick Locarno was expelled from the Academy and the other members (including Wesley Crusher) were reprimanded. 

She was still the Academy Superintendant in 2370 and discussed with Beverly Crusher Wesley’s deteriorating grades.

Admiral Brand appeared in the TNG episode “The First Duty” and mentioned in “Journey’s End” her first name comes the script of “The First Duty”.

Captain Morgan Bateson: Commanding Officer, U.S.S. Bozeman. The Bozeman left on exploratory patrol in 2278 towards the Typhon Expanse. All contact was lost three weeks out, and no sign of the ship or crew was found. They were officially declared missing, presumed lost. 

The ship reappeared in 2268 caught in a highly localized disruption of the space time continuum for 90 years. For the first 17 days the Bozeman kept appearing in from of the Enterprise-D, crashing into it, then looping back again and again, until the loop was broken and the Enterprise dodged the older ship. Bateson hailed the Enterprise and offered assistance, unaware of the passage of time. Both ships returned to a Federation starbase. 

Captain Bateson appeared in the TNG episode “Cause and Effect” and was played by Kelsey Grammer. Bateson continued in the novels and eventually commanded a new starship.

Vice Admiral Kennelly: Starfleet Vice Admiral, operating in a Federation Sector adjacent Cardassian space. In 2368 Kennelly got in contact with Cardassian liaison after an attack on Solarion IV, purportedly by Bajoran terrorists. The liaison provided him with information pointing to Orta’s terrorist cell. He liberated Ro Laren from the stockade on Garon II, reinstating her as a Starfleet ensign. She was to act as his agent, and offer Orta weapons, ships, technology in exchange for stopping his terrorist attacks. They travelled to Lya Station Alpha where he briefed Picard on the official mission, minus the illicit weapons and technology part. Kennelly kept track of the mission and was told by Picard that the Enterprise would be escorting Orta in a separate ship back to the camps. Kennelly relayed that information to the Cardassians which sent two cruisers to intercept. He ordered Picard to withdraw rather than force an incident. Once the Enterprise moved off the Cardassians destroyed Orta’s ship. Picard told Kennelly that the ship had been empty, piloted from another location. Picard demonstrated that Orta did not have the ability the mount the attacks he was accused of and that it was likely a ploy from the Cardassians, to root out Orta and destroy him. Kennelly’s involvement in this was clear and prosecutable.

Fleet Admiral Shanthi: Senior Starfleet Admiral, based out of Starbase 234 near the Romulan/Klingon border. In 2368 After weeks of civil war within the Klingon Empire Captain Picard came to Admiral Shanti with a plan to assemble a fleet and send it to the Romulan/Klingon border. Picard made a strong enough argument that the Romulans were likely supplying the Duras side, citing both precedent and the Duras’ victories suggested outside help. Lt. Cmdr LaForge had devise a new tachyon detection grid, theoretically able to penetrate the Romulan cloaking device, that could be spread like a net with a fleet of ships. She greenlit Picard’s plan, with the backing of the Federation Council.

Vice Admiral Thomas Henry: Chief of Starfleet Security, circa 2367. Kept receiving updates from Admiral Norah Satie about her investigation on the Enterprise engineering explosion and invited Admiral Henry when she was widening the scope of her investigation to include Captain Picard. There he saw how the investigation was unravelling her and there was no credible accusation against the Enterprise captain. He walked out of the hearing during her meltdown and he put a stop to the inquiry and any further investigation on the matter.
