Warren Keffer could be in The Terror and we would have no way of knowing

As Crozier’s making one of his speeches before they depart Terror (about not leaving anyone behind) he locks eyes with Keffer and, this is embarrassing, he could have sworn he sent him with the rescue sledge party months ago. But no, that can’t be right, there’s John, John, and John, and James, and John….he was just there, right?
