Headcanon: Both Tom and Nick are augments like Julian. Their parents went to the same person who keeps on making all the babies they work on look the same because that face is the person's signature, like an artist's signature on a painting, they just never mention it to any of the parents and hope none of them run into each other. They're just not actually augmented, that much if at all, and the person doing it is basically letting the placebo effect cover for them.
