I was just talking about this with my mom because 0 Montreal Metro station were fully accessible in the early 2000s the system was designed in the 1960s and not a damn was given to handicapped people at the time they got their pants sued off at some point and created spaces in the cars for wheelchairs and strollers but only a few of the stations were converted with elevators bc underground network is harder to adapt some of those stations without time or money or simple physical limitations of existing space
