There was a filmed, but cut, Genesis Baby subplot in The Wrath of Khan. No joke. It was Khan’s infant (1-2 year old) son. He’d only show up in two scenes; one aboard the Botany Bay, then again at the climax of the film when he’s killed with Khan as he toddles towards the genesis device as its detonated for Khan’s revenge. I’m such a nerd that this pic got me asking some questions and doing some investigating. This isn’t the Romulan ambassador. There’s a screencap at Trekcore from the movie that shows the positions of the different delegates and Enterprise officers.

What I never realized before is there are 4 groups of delegates at the conference. Federation delegates are wearing blue sashes. Romulans are wearing yellow ones. Klingons are in red. And the 4th group is in green. Chekov is arresting the Klingon ambassador. McCoy is apprehending the Romulan ambassador. And Uhura is arresting someone in this unknown green group.
