Captain Phillipa Louvois: Serving with the Judge Advocate General’s office. Was the prosecutor in the Stargazer inquiry after the loss of that ship in 2355. Ten years later she was appointed to head the newly created 23rd Sector JAG office, out of Starbase 173. While assigned there she oversaw the case to determine if Lt. Cmdr. Data was a sentient being and had the right to choose or merely property of Starfleet. As she had no staff she assigned Captain Picard for the defence and Commander Riker to the prosecution. Ultimately she sided with the defence, a landmark ruling on artificial intelligence and cybernetic beings.
