Also, and this is so dumb but, wouldn't a refit of the Luna Class be the Luna-class refit?
(I know, I know, based on fan model from the 23rd century that they brought in the modeler for and um, haphazardly adapted for the 25th century show and now its Constitution-III or Neo-Constitution....man they should have just stuck with the Luna Class design).

I think they just wanted to have that design and said "to hell with it" honestly. They looked at the Luna class, said "naw" and went with what they preferred. Which like, ok if you want to have that specific ship why not just make it some other ship? Unless it being the refurbished Titan is going to come into play story wise? Like the computer being Rikers own former shops let's him take command from Shaw or something later? Idk.
The Picard Show has always treated canon as suggestion. Everything from the way phasers look & work to time travel rules to established lore... the writers either don't know or don't care.
They gave themselves an out last season! they decided that not every ship (even. not most ships) got the registry treatment like the Enterprise series by giving the new Stargazer a new registry! they could have done it the other way around and have a 23rd Century Titan that was an academy trainer or brought out of retirement as proof-of-concept!
The Titan refit wasn't a refit of the Luna class it was a refit of the original Shangri-la chassis hence the 23rd century shape. I personally like the ship because "oooh pretty!" And as someone who will replace every part of something to fix it but then still think of it as the same item, I get the refit thing. Bit like trigger's broom, this guy has replaced the handle and head of the broom multiple times but it still feels like the same broom.

The Enterprise E was out of service by 2386, as that's the date the F was launched. It's final mission is classified.
The F is being decommissioned in 2403, in the trailer shots we see, after 15 years of service under various Captains. So they're clearing the decks for the G? Looks like the F is a footnote like the B and C.
The first Titan, NCC-1777 was launched in 2290 under Captain Saavik and briefly served as flagship between the Enterprise A and the Enterprise B in 2393.
The Titan 80102 (?) under Riker was a tactical ship (the novels had it a science ship). Deactivated in 2398 after extensive damage.
The 80102-A is in part the same ship, as key components were recycled it seems into the A, launched in 2402.

Bears a close resemble to modelmaker Bill Krause’s USS Shangri-la, especially in the secondary hull.

Krause, owner of Tycho Shipyards, built the ready room models for Cristobal Rios’ Stargazer, seen in season 2 of Picard.

My guess is that it’s a training ship of the same name, a precursor. Late 23rd or early 24th century.
