I have actually dreamt this.

It highly amuses me to consider Romulan bureaucracy. No one knows what anyone is doing. Every other department is secret. You're just one woman in the Infrastructure department trying to approve a a traffic light on Colosseum street but for some reason your whole budget was just eaten up by the yearly Tal Shiar shoulder pad order.

Idea: A mockumentary, Parks and Rec style, on Romulus. Everyone is just as incompetent but they're also all somehow spies.
